Office03 (Access, Project) - cannot reset security level

I have a new Office03 installation including Access03 SP1 and
ProjectStandard. In both applications, I must set security level to
low each time the app is opened - the security level repeatedly
defaults to medium. In my previous installation of Access03 and
Project on this LAN, and in a similar installation on a different LAN,
the apps remembered the low security setting from one session to
another.

I can find no security policy setting that affects this, and LAN staff
insists that nothing is happening at the network level that would
cause this.

Access and Project are both used in a scheduled task, but I need to
get the low security setting to stick in order for it to work.

Does anybody have any suggestions?
