I just installed the 2008 Office update 12.1.3 with no issues and
the first observation is the Office applications seem to open faster.

Do the applications seem to open faster for others or is this
just wishful thinking on my part?

Faster launch times are not mentioned in any of the readme files, so you
should not notice any difference in that area.
