Office97 and NTFS permission

I'm stumped on the following security issue:

Folder_1 grants change access to everyone, administrator
has full control.

Within Folder_1, file named word.doc has access rights:
Administrator: full control
everyone: read and execute
user_1: modify

User_1 logs into the NT4 SP6a workstation, and use Word97
SP2a to open the file word.doc. He modifies the file, and
then saves it and quit. The file permissions for word.doc
revert back to everyone having change access, inheriting
permission from folder_1.

If I log in using administrator account, the permission
does NOT revert back to the inheritable permissions from
the parent folder.

I found out that Word97 creates a temp file while word.doc
is open, this temp file inherit permission from the folder
in which it is created, then when User_1 click on the save
button, Word97 delete the original file with the correct
permissions and rename the temp file to the original file
name with the incorrect permissions.

Why is this the case only for User_1 but not for
administrator? And is there a way I can make Word97 NOT
change permission by clicking save command?

The Office 97 permissions requirements for NT4 are discussed here:

It looks like users are missing change/delete permissions
in your example.
