OfficeXP templates can't open in Office 2003

We have a number of OfficeXP templates that when trying to open in 2003 we
get insuffient memory. If you manually open them from file-open and then to
to Open and Repair it opens the file fine, if I try and do a save as a new
file it does save but when I try and reopen I get the same error.
