Searching online help can be turned off in Office 2003. Open any Office
application (e.g. Word, Excel, Outlook, .etc) and select Help > Customer
Feedback options. Select "Online Content" that is listed in the left
category pane. On the right, just uncheck the top most box and OK out.

Yes, it can be a little slow at times - especially if you are using
dial-up. As Neo noted in his reply, you can turn online help off but
you can also configure Help for offline use by default but enabled the
ability to switch to online content when needed.

Much of what you are looking for can be found in the offline Help
content, however, when you use the online content the search results
will contain updated Help content along with articles from Office
Online. IOW, if you can't find what you are looking for in the offline
content you may find the answer in the online content.

When I was using dial-up I configured Help using the following:

- Go to Help/Customer Feedback Options
- Select Online Content
- Turn on: "Show Content and Links from Microsoft Office Online"
- Turn off: "Search online content when connected"

Then when searching for Help it will search offline content first. If
you find you want to search online content you'll see a link at the
top of the task pane that reads: "For additional and updated content
search Office Online" which will perform an online search.

Here's an article that contains the above steps (with screen shots)
along with some additional tips on how to set offline/online Help
preferences:

"Tame Office 2003 Online Help Content!"
