Office 2003 - I have a user that in several office products - MSProject 2003,
Visio Prof. 2003 and Office Prof. 2003 - that cannot access the offline help
files in any of these products. The Online help works great - just not the
offline help files. Each time he searches in the offline help files in an
office product then clicks on a link the page comes up and says:
Action canceled
Internet Explorer was unable to link to the Web page you requested. The page
might be temporarily unavailable.

Please try the following:
Click the Refresh button, or try again later.
If you have visited this page previously and you want to view what has been
stored on your computer, click File, and then click Work Offline.
For information about offline browsing with Internet Explorer, click the
Help menu, and then click Contents and Index.

Any ideas why this is happening???
