When I start Outlook 2003 I get the message: "Exchange is currently in
recovery mode. You can either connect to your Exchange server using the
network, work offline, or cancel this logon."

This all started when I copied a user profile and logged on to the
workstation, also all contacts have dissapeared from the address
book. Send and recieve both function OK, how do I fix this

You cannot transfer a user profile like this. You must at least remove the
ost-file. Better would be to recreate the mail profile for that user;

After some fudging I have rectified the error, only to have one more
hurdle to clear.

When I add a contact and enter his/her phone number and choose save
and close, a window opens requesting data to be entered into the
following field:
What country/region are you in now?
but the field is greyed out and the drop down list is empty, the only
way out is to use task manager to close the window.
Is this fixable ?.

That is a Winodws setting. You can also set this in Control Panel-> Phone
and Modem Options
