OFFLINE Outlook 2003 not syncing

I have the following setup:
Exchange 2003 Server
User: Outlook 2003 SP3
I have user setup to download full messages
User is on dial up
When they dial in, they download all their messages
Get off line
Do some work?
Go into outlook
Opens message and only part of the message is there
Rest of it wants her to go online and download the rest
File attachments are not there when she is offline

I have checked all settings I can think of

Can anyone point me in a direction to have her try?
Unfortunately the user is offsite VIA VPN so it is difficult to diagnose
