Offline synchronize Workgroup templates for use on off-site Laptop's

When sychronizing Workgroup templates with "Offline Files", all files are synchronized except the templates, that for the moment are in use by any user in "The workgroup".
How do I solv this problem...?
As administator of the company's Office templates I'm interested in securing the functionality of the templates by using a server location of the templates. The templates are marked "Read Only" but still they are reported "being used by another process" in the synchronization process of Offline Files
