OHOTFIX does not work with MSI v3

Hi: I have updated to MSI v3 recently (on WIN 2000 pro) and found that
when I build new images, Office SP3 will not install, just continually stuck
in a reboot loop.

The install worked fine with MSI v2. When I run the MAINSP3.msp and skip
the ohotfix.exe it works. But if I run the ohotfix.exe it loops. (Also
noticed that MS03-037 and MS03-038 do not run properly anylonger as well)

Is there something in the ohotfix engine that is not compatible with MSI v3?
