OL 2002 - No Send/Receive or S/R Settings & Groups

I have no Send/Receive options under Tools menu and when
Send/Receive icon is clicked, I get "the Operation
failed." Same for trying to set up new S/R Groups (when
I could get to them). Have repaired and then reinstalled
Office XP Home as well as run Inbox Repair Tool
(scanpst.exe). This occurred after arriving with
American Gateway laptop that had been working fine in the
States and setting Outlook 2002 up to work with
xtra.co.nz here. I would be very grateful for any help...
