OL 2003 cannot start up after installation

OL 2003/Window vista downgraded XP.
Installed Office 2003 to a new Dell Mini PC. When opening OL2003 after
installation, an error message poped out saying "Outlook failed to start
correctly last time. Starting OL in safe mood will help you correct or
isolate a start up problem..." then "yes","no" for starting up safemode. by
hiiting either keys. Well after this incident,I re-intalled Office soft twice
and the same message appeared whenever opening OL2003. Other products are OK.
What is this? Anyone know it ?

But did Outlook work correctly when starting in Safe Mode?

None of them work.
I checked "Mail" setting in "Control Panel". And check "data file". It
cannot open the data file and another error message appeared saying <RUNDLL>
as a title. It said <An exception occured while trying to run
"C:\windows\system32\shell32.dll,control_rundll
"C:\program-1\cpmmon-1\system\msmpi\mlcfg.cpl",@0">
Then it stops.
What is this ? Something wrong Window XP ?
