OL 2003: HTML images not displaying; options are set to display

Hi everyone... Have a user; who's HTML mail is not displaying images
correctly.

The first thing I did was go into Tools -> Options -> Security ->
Change Automatic Download Settings and unchecked don't download
pictures or other content automatically in HTML email. That still
didn't work. sent new email; still didn't work. exited out; came
back in -- same results. Recreated profile; same results.

Anything I'm over-looking?
