OL 2003 keeps d/l'ing the same 14 emails

OL 2003 keeps downloading the same 14 emails from this past tuesday and
wednesday. I have called SBC DSL and they say the problem is M/S. I get an
error of 'could not connect to server' or 'could not connect to pop3 server'.
I have confirmed all entries in account setup still no dice. SBC says to
reinstall OL 2003.

Help!!
