Having the problem described in this KB article:

The error message is:
Cannot start Microsoft Outlook. Unable to open the Outlook window. The set
folders could not be opened. The server is not available. Contact your
administrator if this condition persists.
The solution proposed in the article is not resolving the issue. This is a
standalone install, no Exchange Server. There wereno custom scripts written
for the installation and no mods to the MST file. Just a straight install
from disk using a retail upgrade version of Office 2003 Pro.
I have successfully opened the .pst a couple times, but it always reverts to
this error if you close, then attempt to re-open. There does not seem to be
a consistent way to 'fix' it, even temporarily. Have tried detect and
repair, that worked once, then did not work the next time tried - tried
starting XP in safe mode, OL 2003 ran once, then not again. Tried opening
OL2003 in safe mode, worked once, not again.
