OL isn't asking me before sending receipt -- WHY?

Using OL 2002
I have the option checked for OL to ask me before sending a requested
receipt for incoming email, but OL continues to send receipts without asking
me. The box I checked is here: Tools | Preferences | E-mail Options |
Tracking Options | "Ask me before sending a response". Is there a reason
why OL is not asking me before sending receipts, and is there a fix to this
problem? In case it matters, I have one POP3 account and one Hotmail
account set up in OL, and I'm not being asked for incoming mail to either
account.
