OL2002: File not found in Visual Basic Editor

I'm running Outlook 2002 SP1 on Win2k SP3, and recently installed VS.NET
2003. When I attempt to open the Visual Basic Editor (ALT-F11) I get a file
not found error and the project is empty; I can't add modules, edit code,
etc. I can't create macros through the other menu (ALT-F8) either; after
clicking create the dialog simply closes and nothing is added to the list.
Presumably the default project file is missing or corrupt. Any help would
be appreciated.
