OL2003 Blocked Senders List not working

I have a specific email address, which is the same everytime, that I want to
block; Subject changes so filtering on that is not an option. I have added it
to the Blocked Senders list but it continues to come into my Inbox as opposed
to going to the Junk Email folder as advertised. I have seen posts on this
site which recommend Cached Exchange Mode but I'm not connected to an
Exchange server. How can I get this simple concept to work?

I checked, there are no entries in my Safe List. What is another reason it's
not blocking an email address?
