OL2003-Desktop Mail Alert Not Popping UP

I've turned on the transparent desktop mail alert, but it
doesn't show up when new mail comes in...the envelope and
sounds work fine...Our mail server is Exchange 5.5 and
the Inbox I use is the "default" inbox, I know you have
to set up a rule to have this feature work on alternate
inboxes...any ideas?

Do you have rules that move messages? Have you tried upping the display
time?
