OL2003 - Digital Signature Icon appears as Encryption Icon

This problem occurs on various machines using Windows 2000 and XP. When a
digitally signed message is receive, the "blue lock" (encryption) icon is
seen as the overlay instead of the "red envelope" as expected.

I've searched all of the OL fixes/switches and none seem to apply.
