OL2003 in Cache Mode doesn't sync new items in INBOX

It's not only new items either. I can't find the common denominator
here. The Sych tab of Inbox shows 465 of 550 (approx) downloaded to the
users computer. Why?
OL (w SP2) can see the entire contents of the mailbox when NOT in cache
mode. I've checked the Synchronization tab on the Inbox Properties and
there are no filters. The entire mailbox is less than 200MB on
Exchange 2000 with SP3.
I tried on another computer and get the same results with the same
mailbox. Ideas?
