OL2003: Junk Email rule precedence

It looks like the built-in Junk E-mail filter takes precedence over anything
set in the Rules wizard by default. At least that's the behavior I'm seeing
in some cases. It doesn't seem to be consistent. Is there any way to modify
or hard-set the precedence of the filter with respect to rules that are in
place?
