OL2007 using Pixels Per Inch to size pictures instead of resolution????

Looking at some of the image quality posts, I became curoius.

I took the same picture, 800x600, but changed the pixels per inch (PPI)
values in Photoshop Elements, and proceeded to insert each of them into
Outlook.

The Same 800x600 picture changed sizes based on the PPI values.

***Lack of a PPI value in the picture file itself resulted in Outlook
automatically upsampling the picture to a pre determined value that seems to
be independent of any setting I can find in Outlook or Word (Even the "Web
Options" Screen Size and Pixels Per Inch setting in MS Word 2007). This
also resulted in a dramatically larger picture size (kb) withing the email
than the size (kb) of the original picture.

It seems to me that Outlook is more of a web based product, than a print
based product. Why would MS make a decision to insert pictures based on
Print specifications (PPI values) than web specifications (picture
resolution)?

It looks like a lot of Outlook 2007 customers are going to be upset (at
least from the looks of our company) that MS has made this change.

There has GOT to be a way to force outlook to work with the raw resolution
of the picture, instead of PPI values. Email messages are, after all, just
portable HTML web pages.

Any thoughts?
