OLC Outlook Connector Add-In is Inactive

I have OL2007 and the latest version of OLC. Connector i listed in the trust
center as "inactive." When I run as administrator and activate the OLC COM
Add-In, I get an error message that there is a runtime error on msncon32.dll

I have uninstalled, repaired and reinstalled many, many times; no help.

I have run msconfig and disabled all startup programs and all non-microsoft
services, and tried to reinstall and to run OL (both as user and
administator).

I've run OL diagnostics, and I have searched for days through forums and web
pages, most of which refer to problems and solutions from months or years ago.

I initially installed the OLC 12 beta and t ran fine, in fact I was really
impressed with the way it worked ad was especially pleased that I could
develop rules for my msn.com accounts. I wasn't really paying attention to
what specifically happened, but something went wrong that has caused this and
other problems.

I first noticed an issue because my WHS tray icon wasn't displaying, I did a
quick reinstall and got errors that the installer didn't have sufficient
privileges to modify one of the files. I tried numerous things and
ultimately got it to work by doing a system restore.

Things seemed to be okay, and then I installed the new batch of Windows Live
Beta offerings last week and saw several of the same insufficient privilege
errors. I checked the security tabs and several directories indicated that
owners hadn't been assigned. I tried assigning "SYSTEM" as the owner and
receive errors that I could do that. I was even prevented from reassigning
ownership when logged in as administrator.

Bottomline is that I am stumped. I think these things are all related, and
thought I would see if the real "smart folks" had any ideas.
