book, or click on "to" it still is not listed correctly.

No. Wrong place. That will affect how the name appears in the Contacts
Folder, which the original poster said was correct.
Instead, the sort order of the Outlook Address Book must be
configured:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order

Double check your Contact Folder settings in Outlook:
Tools, Options, Preferences, Contacts Options, Default Order.
Also, if you have synced your contacts with a PDA, sometimes they
switch
out
the first name, last name. Even though they appear correct in File
As,
they
could be reversed. To check this, open a "suspect" contact, click
on
Full
Name button, make sure the last name and first name in the correct
boxes.

I add a new entry to contacts. It appears correct in the contacts
list
(in
order of "file as"). But, when I start a new mail message, and I
click
on
the "To" button (or click address book) my old entries are in last
name,
first name order, but my new entries are in first name, last name
order.
