Old entries are in last name, first name order, but not new ones.

I add a new entry to contacts. It appears correct in the contacts list (in
order of “file asâ€). But, when I start a new mail message, and I click on
the “To†button (or click address book) my old entries are in last name,
first name order, but my new entries are in first name, last name order.

Double check your Contact Folder settings in Outlook:

Tools, Options, Preferences, Contacts Options, Default Order.

Also, if you have synced your contacts with a PDA, sometimes they switch out
the first name, last name. Even though they appear correct in File As, they
could be reversed. To check this, open a "suspect" contact, click on Full
Name button, make sure the last name and first name in the correct boxes.

No. Wrong place. That will affect how the name appears in the Contacts
Folder, which the original poster said was correct.
Instead, the sort order of the Outlook Address Book must be configured:
Go to Tools > E-mail accounts > View or change existing directories or

book, or click on "to" it still is not listed correctly.

The old contacts were transferred from OE. In OE address book, old and new
are listed according to how I tell it to "display" (Last, First). After
transferring to Outlook, I set up my contacts to have "file as" as my first
column. I've used several sort orders for contacts, and am familiar with the
different views and way it works. In "contact options" the default full name
is "first last", and default file as is "last first". I tried changing these
and it still does not affect the way address book or the "To" button lists
them.

Aha. Unfortunately, all bets are off with imported Contacts. You have no
control whatsoever as to what their File As... fields will be. You will need
to reset them to get the sorting behavior you want if you have chosen to
sort the Outlook Address Book by the File As... field. You also need to
verify the sort order you specified for the Outlook Address Book. You never
confirmed that setting.
