OLE error editing Microsoft Draw 98 object

We have recently upgraded some of our users to new computers with
Publisher 2003 installed. One of our users had serveral publisher files
that contained Microsoft Draw 98 objects embedded in the publisher
document.

When we try to double click on these MS draw 98 object we get the
following error.

Error Message: Publisher cannot launch or communicate with the OLE
program
server program to complete this task.

I've searched Microsofts support knowledge base and the only reference
to the error is with Norton Anti-virus. We currently have no Norton
products installed on the computers.

Is there a way of fixing this error? The user has 100+ publisher files
with these Draw 98 objects in them that he now can't edit?

I've tried installing MS Draw 98 and reinstalling publisher and it
allows me to edit new draw 98 objects but I still get the same OLE
error trying to edit the old draw 98 objects.

An OLE server program is not installed by Office 2003. If you have your old
version of Publisher, install it in its own folder. If you have upgraded from
Office 2000, reinstall Photo Editor. It is an OLE server.

Have you tried an in place edit? Select the object, arrange, ungroup.
