OLE excel.application starts w/ no menu

I am connecting to Excell 2000 via ole automation in
powerbuilder 7. when I create "excel.application", it
lauches excel w/ my spreadsheet, but with NO MENUBAR and
thus no toolbars..and I don't see an application property
to set to make the menu visible..

this did not happen w/ earlier versions of ms excel..
