OLE Registration Error

I have Outlook installed as part of Office 2000 running under Win98SE.
Outlook Express is installed with IE 6.0.

Trying to open Outlook, I received the message "An OLE registration error
occurred. The program is not correctly installed. Run setup again for the
program."

Trying to open Outlook Express, I receive the message "OE cannot be started
because MSOE.dll could not be loaded."

From the articles and other posts I've seen, it appears that I need to
uninstall and reinstall OE. Is that correct and, if so, how do I get OE to
reinstall?
