On a Scatter Plot, How do I change it so thetick marks are on the inside of the axis?? (Office2008)

I cannot find where I can make this change, this feature seems to be missing from excel. Really frustrating.

It's beyond frustrating. Also, can't find where to add minor tick marks. Any help out there?

Select the toolbox from the menu bar. Then select the chart and look in the
chart options that appear.
