one document appears different as opened by different users

Situation: Word 2000 document, named "manual" edited by user "A" is saved to
a network drive.

Issue: User "B" opens the file in WordXP at his normal workstation, page
formatting is different. Appears with review comments displayed and prints in
the reduced size to included comments. User "C" opens file in Word 2000, on
her normal workstation, with same results as User"B" above
User "D" opens file in either Word 2000 or XP, layout and format appears as
user "A" defined.

Troubleshhoting steps thus far:
1:Checked Tools>Options between User B on his WordXP and User "D" on
Word2000. Options selections are displayed differently. Could not recognize
any setting differences
2: compared Tools>Options between UserD at a WordXP station, could not
recognize any option differences to User"B"s XP settings
3: User"B" logged on to a Word 2000 station( different from his own XP
station). Opened the file, format and page layout appear as for Users A and D

Any suggestion as to other items I should check?

Aside from the factors explained in
http://word.mvps.org/FAQs/Formatting/TextReflow.htm, I think your issue here
is primarily that the document is showing markup on the Word 2002 machines
and not in Word 2000? That's not surprising, since the default in Word 2002
and 2003 is to show markup if it exists. If you change the view from Final
Showing Markup to Final, you should see something approximating the same
view as that in Word 2000, but be aware that hiding the markup does not
remove it; to do that you must Accept All Changes in Document and Delete All
Comments in Document.
