One Note 2007 Install issue

I have two users that have stand alone versions of OneNote 2007. Both
systems are Winxp Pro with sp2 and office 2003 installed. When I run the
setup it gets about halfway through then gives me an error saying the
microsoft installer could not update protected system files. Is there any
way around this?

Are the users installing with an account with administrator permissions?

Can you tell which files the installer is complaining about? There should
be some log files in the %temp% directory. Open up Windows Explorer and
type %temp% (with the percent symbols!) in the Address Bar.

Look for a file with the same date and time stamp as when the setup program
failed.

I am such a user with admin permission. There are four files in Temp with
time stamps at about the right time. One (MSIa21c2.LOG) begins with the
following:

Error 1933. The Windows Installer service cannot update one or more
protected Windows files. SFP Error: 3. List of protected
files:\r\nc:\program files\common files\microsoft shared\web server
extensions\40\bin\fp4autl.dll

The only item in "...\40\bin" is a folder labelled "1033". There are no
dll's listed.

That is the exact same issue I have (other than the log having a different
filename) but I also do not have that dll. I did some research and found out
it is a frontpage dll but that's all I know now.
