Does anyone know where to find a converter to open One Note 2007 files in One
Note 2003?

OneNote 2007 uses a new file format that is not compatible with OneNote 2003

That is correct, and to further clarify: A converter does not exist. To
get 2007 data into 2003, you need to open up a previous backup file, or one
of the *.BACKUP files created during the initial 2003-->2007 conversion
(renamed back to *.ONE).

You can also copy and paste data from pages if you still have 2003
installed.

No.
There is no converter.
Once files have been converted to the new ON 2007 format (which is
totally different) by opening them there, there is no way back. the
format of ON 2007 simply is too different.

Only workaround: Use the backups (which you'll - hopefully - have
made).

Apart from that: Why go back??
