one note planning

I plan stuff in Word using the Outline feature to organise into headings and
subheadings -which can then be rearranged. I'd prefer to write than type when
doing this and have just bought a tablet PC with One Note. Can One note
handle numerous sub heads and search for them and/or "collapse" down to the
subheads as per Words Outline ??

Yes. OneNote has a pretty good outline feature whose operations are
streamlined towards creating outlines on the fly instead of advanced
formatting. You can double-click on the four-headed arrow that appears to
the left of a parent line to collapse everything under that parent line.

All text on a page, whether or not it is visible in a collapsed outline is
searchable.

I am unable to create numerical numbering like:
1 Heading
1.1 Subheading
1.2 Sub
2 Second Heading
2.1 etc
Is that possible?
