One Note: remember the size of the window! Every time I open One Note I
have to resize the window. Remember which tab I was on. Doc or window
cling. Notes shouldn’t act like browser windows minimized.

ON should normally do that.

How are you opening OneNote? From the icon in the System Tray/Notification
Area (i.e. next to the clock)? If so, you're actually opening a special
instance of OneNote which by design always points to a specific section and
is a reduced window size.

Assuming that is the case, it's a quick fix: Right-click on the icon in
the Notification Area, point to Options, point to "OneNote icon defaults",
and point to "Open OneNote".
