One Note should let me set a default bullet & number style.

One Note won't let me set a default bullet & numbering indentation or style.
In fact it automatically puts bullets & numbers to the left! If one wishes to
make clarifying points to the right for each new series you have to tab and
re-select the primary bullet or # style. Very irritating.

You can set up a "Default Numbering" style with the following workaround:
Open a New Page with your currently-preferred Default Template (if any)
Open a "Container" and start a Numbered List at the bottom
Format as many Numbered-List Levels as you may want to use
Save current page as Template using the link in the Templates window
(Save As "Default - Numbered List")

When you open a New Page using this Template, any new Numbered List that you
start in the same Container will use the previously-customized format.
- Do not delete the previously-customized list, or format will revert to
OneNote original
- If you start the new list ABOVE the previously-customized list, it will
start correctly
- If you start the new list BELOW the previously-customized list, it will
continue numbering where the customized list left off
- Tip: You may want to cue yourself to "preserve" the previously-customized
list (out of sight) by formatting its text as WHITE and inserting lines above
and below it: "Template Start" and "Template Stop"

Addendum to My Previous Response:

You can Collapse-Outline the pre-customized list between lines for Template
Start and Template Stop

You can Copy-Paste the pre-customized list to other "Containers" to
over-ride their Default Numbering style
