One notes should recurse the folders for to do list and create.

A dynamic large todo summary

I have meeting notes with action items in multiple folders and would like a
summary of them. I currently mark them as to do items and this would allow
me to create a better method to track them.

Have you looked at the Notes Flag Summary under the View menu? It provides
just what you're looking for. You can change the scope of what is shown
(i.e. "only show me flags in the current section, or the current folder, or
my entire notebook, etc") and the list changes as you check off flags in your
Notes pages.
