one resource + 2 tasks at teh same time

I've got 2 questions.
1st. When I have in one project 2 tasks not related to each other -
they can be done in the same time - and I assign the same resource to
those both tasks, project is not moving them to other time, so this
resource must work with 200% productivity or f.e. he must do 16 hours
work in 8 hs. How can project correct this automatically?
2nd. The same situation, but in project server - 2 or more projects
running at the same time with the same resources.

I use Project Professional 2003 with Project Server 2003.
