One resource, two project managers

Is there a way in Project Server 2007 to limit assignment units of one
resource across two projects?

Such that one resource gets assigned to two projects and the two project
managers then get 50% of his time (it could just as well be 70 - 30) but no
more, to avoid the person being overresourced.

Any ideas of how to do this in the real world and get project managers to
play fair? :)

This is where the role of a Resource Manager (RM) comes in. The RM works
with program and portfolio priorities to assign resource hours per week for
each project. Each Project Manager (PM) is told their allotted hours per
week and they then schedule to that limit. Negotiation may of course happen
to vary that on a week by week basis.

Project Server on its own cannot do what you want. Working with People,
Processes and Tools can!
