One to Many Risks to tasks

Can I link Risk/issues to tasks in different enterprise project plans or only
to the plan that the workspace belongs to ?

You can link a Risk or Issue to tasks in the project associated with the
Project Workspace. You cannot link a Risk or Issue to a task in another
Project Workspace.
