One user cannot access custom form?????

I created a custom contacts form in our Public Folders, everyone else has
access to it except one user. When she chooses a contact a window appears
saying " The custom form could not be opened. Outlook will use an Outlook
form instead. The form required to view this message cannot be displayed.
Contact your administrator. FYI - I and all the other users work from Outlook
2000 (Windows 98), she works from Outlook 2002 (Windows XP).

When this was brought to my attention I highlighted 1 contact when in view
mode, then selected 'Tools', 'Form', 'Choose Form' and from there navigated
my way to the correct form and clicked 'Open'. A window popped up saying
installing new form, great all was well. But then as soon as you close out
of outlook and re-open it, again it says custom form not available will use
default form. Then when I repeated the steps above it would not allow me to,
when I got to the part to choose 'Open' and clicked on it, instead of a
window saying installing, a window appeared saying " The form you selected
could not be displayed. The form required to view this message cannot be
displayed. Contact your administrator".

What does this mean, is there a way she can work from the custom form as
well? Is it because of the versions are different, are they not compatible?
