One User Causing Problems in WinXP/Word2K3

I've got a customer who has Windows XP Home running Word 2003. He has 5+
users, each with their own profile, who are accessing a "Workgroup
Templates" template stored in the C:\Documents and Settings\All
Users\Shared Documents\Shared Templates folder. The template needs
read-access to a "license" file in that same shared templates folder.

All the users can use the files just fine, but one can't. He gets a
runtime error 52.

What might be making the difference? I was thinking privileges to the
folder or something, but he's got admin privs with his account.

Any clues are appreciated. Outright solutions will bring blessings of
peace and joy.

Not an expert, but;
A runtime error 52 in Basic is a "Bad file name or number" error.
Don't know if it helps, but perhaps it is a clue(?).
