One User Lacks Permission to Open mdb

In Access 2000 running on Windows NT / Citrix, i have one user, the boss,
who receives the following error whenever he tries to open an application
via a batch file. Everybody else, who in fact has lower levels of permission
as far at NT is concerned, can run this with npo problem. I do not think it
is opened exclusively by someone else, because everybody else can run it.
In fact, the app runs itself, staying open for a minute or two, then shuts
itself down.

Here is the error.

Run time error '3051'

The Microsoft Jet database engine cannot open the file
'D:\Apps\CMS\CMSData.mdb'. It is already opened
exclusively by another user or you need permission to view its data.

I suspect somehow Access itself is making this determination. Is there a
way to check this?

Hi Mike,

Use an operating system tool, such as the Microsoft Windows 98 or Microsoft
Windows Millennium (Me) NetWatcher utility, the Microsoft Windows NT 4.0
Server Manager, or the Microsoft Windows 2000 Computer Management utility.
