Onenote 07 Error in Vista

I was getting the error message "OneNote is unable to start" with the
Error Code 0x5. I was able to workaround this issue by going to the
Microsoft Office/Office12 directory on my "C" Drive, right clicking
the file "onenote.exe" and selecting "run as as administrator".
Program then opened fine. It seems that many programs (for me anyhow
running Vista Ultimate SP1) only work properly if I right click then
run as administrator, even though I am an administrator.

In a standard user account or Administrator user account OneNote runs
without requiring to "run as administrator". I am running Vista Ultimate SP1
and I don't get any error message when I start OneNote. Perhaps a reinstall
is in order.
