Onenote 2003 license agreement acceptance

Hello

I am running VISTA and was able to install Onenote 2003 and run it with no
problems but one. Everytime I open the program it asks me to accept the
licensing agreement. Which I do and then the next time I open it up pops the
licensing agreement again.

Is there anyway to keep this from happening or do I need to try a reinstall
etc.
