OneNote 2007 hangs looking for templates

I am unable to get OneNote 2007 to open a new page or section with a
template. I am even unable to get to the template menu under "Format." I am
running Office 2007 Ultimate under Vista, and the program appears to be
searching for templates, but never finds them and stops responding.
