Is there a way to create a Notebook that only certain people can have access
to in my OneNote?

You may use password protection.
This does work with *sections*, not with a whole notebook.

That feature isn't native to OneNote. Depending on where the Notebook will
be stored you can use either NTFS permissions, share permissions, or
SharePoint permissions to restrice access to a given Notebook or Section.
