OneNote: add format paintbrush feature

Some features should be consistent with the other Microsoft Office products -
Format painter is one that should exist in all MS text products. Some
searches on Microsoft site indicate that OneNote already has this feature but
it does not. An Service Pack update for this overlooked feature would be
nice.

That probably won't be in a service pack release, since the next one will be
for bugs only, but I would certainly believe OneNote will pick up a lot more
attributes of the rest of the Office family products in the next version.
