OneNote highlighting doesn't *group* to the item highlighted

I think highlighting certain items or verbiage is helpful in my OneNotes.
But if I add anything to the page above the highlighted area, the page
text/image shifts but the highlighting doesn't ... and thus is Worse that
meaningless ... it adds confusion. Is it possible to *glue* or anchor the
highlighting to it's original location.

No, but in OneNote 2007 it's smarter about keeping them together if you add
space above the items. Not perfect, but better.

Are you using the text highlighting tool (similar to that found in a word
processor)? Or the Ink highlighter tool found on the list of pens?
