OneNote Locked access

In error I deleted a section. I closed OneNote and restored the section from
the RecycleBin. When I opened the section on OneNote a banner appeared
stating tha I didn't have access to it and could not make any changes. I
close OneNote and tried to reopen it. I got an error stating I didn't have
permission. I rebooted my laptop and got message that I don't have permisson
to a lot of things. I'm the only user. Sidebar states that the ini file is
being used my someone else. All Office application give me permission warning.
