The OneNote package format is intended as an easy way of distributing
copies of sections or notebooks. For example, if you have some materials
you want to distribute to the team as a notebook, but want everyone to
have their own separate copy so that they can make edits and scribble on
it as much as they like, you can save the notebook as a package and hand
out the single file (which is presumably easier than telling them to go
copy a directory from some server). Users can then extract it into a
private copy of the notebook. You can also do something similar to
notebook templates - if you have a common structure to several
notebooks, save the common parts as a package. Then when you need a new
notebook, just open up the package and have it unpack into a new location.
The disadvantage is that OneNote cannot sync against the package. If you
want to make changes, you have to unpack it, edit the unpacked notebook,
then resave it as a package.
